The Pan-African Trust Framework (PATF): A Federated Approach to Cross-Border Digital Identity Interoperability, Trust Architecture, and Sovereign Governance in Africa
Realization of interconnected Africa through rollout of interoperable digital transformation will be fundamentally driven by interoperable Digital Public Infrastructure deployments, expanding mobile connectivity, and booming digital financial ecosystems. However, persistent legal, technical, and institutional fragmentation across national identity initiatives continues to severely constrain cross-border service delivery, mutual recognition, and the full realization of intra-continental digital trade. This paper conceptualizes and evaluates the Pan-African Trust Framework (PATF), an innovative, federated digital identity governance and technical architecture designed to enable secure, interoperable cross-border verification while strictly preserving national data sovereignty. Grounded in Socio-Technical Systems Theory, Institutional Isomorphism, and Digital Public Infrastructure (DPI) paradigms, the PATF introduces an assurance-based trust model (Levels of Assurance 1–4) that decouples identity verification from centralized data storage. Utilizing a multi-method analytical approach—combining comparative policy analysis, technical architecture modeling, and risk-based security evaluation—this study demonstrates how federated trust services, open standards (OIDC, SAML 2.0, PKI/X.509), and decentralized governance registries resolve long-standing cross-border friction. The findings indicate that PATF effectively bridges heterogeneous national identities, unlocks digital trade corridors under the African Continental Free Trade Area (AfCFTA), and advances Agenda 2063 goals. The study concludes with practical policy recommendations for institutionalizing continental trust policy authorities, harmonizing data protection laws, and accelerating regional digital market integration across African Union Member States.
